Every link, button and form field works with a keyboard, and the one you are on is outlined.

Headings and page regions a screen reader can move through, and a link at the top of every page that skips to its main content.

Every photograph has a text description, and the income limits chart is also a table.

Every field is labeled, required fields say so, and an error is explained next to the field it belongs to.

Policies as web pages
THI’s policies are on this site as web pages with every section linked, not only as scanned PDFs.

Phones and small screens
Pages fit any screen, and text and controls are sized for reading and tapping.
Scanned documents
Some of THI’s documents are scans of signed paper copies, which a screen reader cannot read. Both policies are on this site, section by section:
