The Clerk is a constitutional officer elected every eight years, and the office dates to the 1700s. The Code of Virginia lists more than 800 responsibilities. The Clerk records deeds, serves as probate judge, issues marriage licenses, and administers all civil and criminal court cases, creating and keeping the files, orders, and jury lists.
Virginia combines judicial and administrative functions in this one office where many states divide them among three or four.
