Utilities

Sumner runs its own water, sewer, and stormwater utilities. Bills are paid through the City’s payment partner, Municipal Online Payments.

Water

The City supplies drinking water from its own springs and wells and publishes an annual water quality report on how it tests. If you have a leaking City water main or service line, report it to Public Operations.

Water rates are billed as a base charge by meter size plus a consumption charge; see rates below.

Sewer

Sewer service covers connections and wastewater treatment, including the Sumner-Bonney Lake Joint Pretreatment Program the City runs with its neighboring city. Sewer bills for customers inside city limits combine a base rate with a consumption charge above 5 CCF; customers outside city limits pay a flat monthly rate with no consumption charge.

Stormwater

Stormwater in Sumner moves through the system untreated into the White and Puyallup Rivers, so what goes into a storm drain goes straight to the river. To report a stormwater spill, contact the City.

The rate is billed by Equivalent Service Unit (ESU): a single-family residential parcel is one ESU, and other properties are billed based on impervious surface, at 3,100 square feet per ESU.

Current utility rates

Rates below are set by 2026 Utility Rates (Ordinance No. 2947), adopted November 17, 2025, effective January 1, 2026. Figures below are the monthly base rate for a standard 3/4″ residential water meter and a single-family home; full meter-size and consumption tables are in the ordinance.

Consumption, fire-flow, and outside-city-limits charges are added on top of these base rates and vary by usage; see the ordinance for the full schedule. Customers who qualify for the Pierce County property tax exemption for seniors and people with disabilities receive 25% off all base rates.

Public Works

Sumner Grow (Free Biosolids)

Free compost-like humus made from treated biosolids, available by the bucket at the Wastewater Treatment Facility.

Garbage & recycling

Garbage collection is provided by Murrey’s Disposal under contract with the City. Recycling guidance and glass recycling centers are coordinated through Pierce County. Both are billed and scheduled separately from City water, sewer, and stormwater accounts.
