11. Call to Order: The open meeting was called to order by Chairman Jack Hodge. 2. Roll Call: Roll call was taken. Social distancing was required due to the Covid-19

pandemic. A quorum was declared with 17 members present. The following were in attendance:

3. Approval of March 25, 2021, Agenda: Troy Figg moved to approve the agenda, with a second from Robert Munden. Motion Carried 17-0.

4. Public Comment: None.

5. Minutes of June 30, 2020, Board of Directors Meeting: After review of the June 30, 2020, minutes, Troy Figg moved to approve the minutes, with a second by Jim Ruse. Motion carried 17-0.

6. Financial Statement Report: Ann Hamilton reported on the financial statement and check register for the Solid Waste General Account, as well as the District Grant Account. Copies of these reports are attached to the minutes. Copies of the bank statements and invoices were also made available for the board members to review.

Darrell Gardner moved to approve the financial reports and check register for the Solid Waste General Account as presented, with a second from Evan Emmerich. Motion carried 17-0.

Thereafter, Troy Figg moved to approve the financial statement and check register for the Solid Waste Grant Account as presented, with a second by Ron Urton. Motion carried 17-0.

7. Old Business:

a. Discussion on collection events for 2021 — Information only. Ann reported that as of now, we will begin scheduling collections the middle of July. The truck bed has to be fixed before collections can start.

b. Product Stewardship Council - MO PSC — A flyer is enclosed in your packet.

c. Financial Assistance Agreement for FY2021 — Received the final financial agreement for FY2021 in February. A copy is in the packet.

8. New Business:

a. Resolution on Signatories — Darrell Gardner made a motion to approve Resolution FY2021-01 which appoints signatories for the North Missouri Solid Waste District which include the following: Jack Hodge, Chairman; Ed Douglas; Vice Chairman; Chris May, Secretary/Treasurer; and Corinne Watts, Executive Director of the Green Hills Regional Planning Commission. C.R. Bud Motsinger seconded. Motion carried 17-0.

b. Financial Assistance Agreement for FY2022 — Received the financial agreement for FY2022. Troy Figg made a motion to enter into the FAA with MDNR and Dana Tarpening seconded. Motion carried 17-0. A copy is in the packet.

c. Report to the General Assembly — Ann presented the report that has been submitted to the General Assembly for Board approval. She worked on with the other planners in the state and Planner from Region O compiled the information into the report, which is required by law for the District to complete. Troy Figg made a motion to approve the report to the General Assembly and Robert Munden seconded. Motion carried 17-0.

d. MoDNR Inventory Monitoring — Everything went very well. A copy is in the packet.

e. MoDNR Fiscal Monitoring — Everything was submitted via email due to the pandemic.

f. Legislation Report — A copy is in the packet. g. Planners Report —

e Ann has been attending (via zoom) the monthly planners and SWAB meetings in Jefferson City.

e Ann has been attending the Missouri Recycling Association meeting by phone or zoom.

e Product Stewardship Council — Ann reported on the meeting she had been attending via conference call.

h. Executive Director Report —- None

9. Other Business — None.

10: Adjournment: Ed Douglas moved to adjourn the meeting, with a second from Evan Emmerich. Motion carried 17-0. The meeting adjourned at 2:10 p.m.
