Minutes of an Open Board of Directors Meeting North Missouri Solid Waste Management District

Thursday, September 22, 2022

11:00 a.m.

4. Callto Order: The open meeting was called to order at 11:08 a.m. by Chairman

Jack Hodge.

2. District Roll Call: A quorum was declared with 10 members present. The following

3. Approval of September 22, 2022, Agenda: Stan Falke made a motion to approve the agenda with a second from Phillip Ray. Motion carried 10-0.

4. Public Comment: None

5. Minutes of June 30, 2022, Executive Board of Directors Meeting: After review of the June 30, 2022, minutes, Stan Falke moved to approve the minutes as presented,

Robert Munden seconded the motion. The motion carried 10-0.

6. Financial Statements: Ann reported on the financial statement and check register for the Solid Waste General Account, as well as the District Grant Account. Copies of the reports are attached to the minutes. Copies of the bank statements, deposits, and invoices were also made available for the board members to review.

Phillip Ray moved to approve the financial reports and check register for the Solid Waste General Account as presented, with a second from Robert Munden. Motion carried 10-0.

Thereafter, Jim Ruse moved to approve the financial statement and check register for the Solid Waste District Grant Account as presented, with a second by Chris May. The motion carried 10-0.

7. Old Business:

a. Grant Finals — None, but Ann stated that there will be a list at the next meeting of closed projects that will need to be approved.

b. Grant Extensions — None.

8. New Business:

a. New Grant Applications — None.

b. Planners Report —

Ann introduced Tara Curd, who has been helping her with the district and she will be doing the educational project at the schools.

Ann told the board that she will be sending out the user statements, asking for proof of insurance and tonnages for the past year for the District Annual Report.

The building that the district leased sold and all of the equipment is being stored at her house until the pods are purchased.

She has been working with Sullivan County, City of Trenton, Harrison County Sheltered Workshop, and Caldwell County on project development.

The Notice of Funding Availability has been sent to the newspapers and to all of the cities and counties over 500.

Ann has been attending the monthly planners and SWAB meetings via Zoom/Webx, the Missouri Recycling Association meetings, the Product Stewardship Council, and the Missouri PSC workgroup on Pharmaceuticals via zoom.

DED Drug Take Back Day is October 29", and the district will be doing a social media campaign the week before and the week after.

Ann has submitted the information for the report that is to be submitted to the General Assembly for 2022. We are waiting for the draft to come back.

Tara is working on the new educational program.

Ann and Tara will be attending the Missouri Recycling Conference in October in Kansas City.

c. Executive Director Report — ¢ Corrine discussed with the board the research of getting Nex-Trex to put plastic recycling in pods and that she is very hopefully that the pods will be up and running so we can have collections in the Fall. 9. Other Business — e None 10. Adjournment: Phillip Ray moved to adjourn the meeting, with a second by Stan Falke. Motion carried 10-0. The meeting adjourned at 11:37 a.m.
