What each document is

The proposed budget

Filed with the City Secretary before the Council votes, and published for public review while it is still a proposal.

The adopted budget

The version the Council passed, with the cover page recording the vote and any tax increase it carries.

The certified tax rate worksheet

The state-prescribed calculation behind the no-new-revenue and voter-approval rates. It is the arithmetic the rate has to be justified against.

The annual audit

An independent examination of the City's finances for a closed fiscal year, presented to the Council.

Nearly all of these are searchable by what is written inside them, not only by filename. The few that arrived as scans with no text layer are labeled as scans in the archive.

The year

How a budget becomes the budget

  1. The City Administrator and the Finance Director prepare a proposed budget and file it with the City Secretary.
  2. The proposal is published for public review, and the certified tax rate worksheet is published with it.
  3. The Council posts notice of a meeting to vote on the tax rate, and holds it in public.
  4. The Council adopts a budget and sets a rate. Both votes are recorded in the minutes of that meeting.
  5. The fiscal year runs October 1 through September 30, and an independent auditor examines it once it closes.

Each of those steps produces a document and a set of minutes, and both are filed under the meeting they belong to in Meetings and Records.
