New website by Stoa. Not the official SBCOG or County Express website.

Accessibility

The conformance standard this site is built to, what riding accessibly looks like on County Express, and how to tell us if something does not work.

Conformance

Designed for WCAG 2.2 Level AA

This design targets WCAG 2.2 Level AA, which is a superset of the WCAG 2.1 AA baseline that ADA Title II requires of state and local government websites. For a special district government like this one, the federal compliance date is April 26, 2028, under the DOJ rule as amended in April 2026.

What was tested

How that claim was checked

The table below lists what was tested and the result, rather than asking a reader to take the claim on faith.

Conformance testing summary
What was tested Result
Automated scan against WCAG 2.2 A and AA (axe-core) 0 critical and serious violations; five moderate structural checks recorded for correction before launch
Keyboard operation of every interactive control Every control on the site can be reached and operated by keyboard alone
Visible focus indicator A focus outline of at least 2px meeting 3:1 contrast against its surroundings on every focusable element
Colour contrast of body text Checked programmatically rather than by eye; at least 4.5:1 against its background
Core tasks with JavaScript disabled Finding a schedule, a fare, and a document still works

Riding accessibly

What County Express offers today

County Express runs ADA paratransit and specialized transportation for riders whose disability keeps them from using the fixed route. The County Express Courtesy Card gives a fare discount based on age or disability. Dial-A-Ride is a curb-to-curb service within Hollister and San Juan Bautista.

For a question about boarding with a mobility device, a service animal, or any other on-board accommodation, call dispatch directly at 831-636-4161 rather than relying on this page.

About this site

A working redesign for SBCOG and LTA

This is a demonstration site built by Stoa Works to show what a rebuilt SBCOG and County Express website could look like. It is not the official SBCOG or County Express website. A barrier found here should be reported to Stoa Works so it can be fixed. For a real accessibility question about County Express or SBCOG service, use the agency contacts above.
