The standard

This site targets WCAG 2.2 Level AA, which is the standard Colorado HB21-1110 applies to public entities in the state. The DDA is a component unit of the City of Grand Junction, so the same obligation reaches its public-facing sites.

How it was checked

What has not been checked

No accessibility baseline was measured against the DDA’s current live sites. Both downtowngj.org and gjcreates.org sit behind a host firewall that refuses automated clients, so an audit could not be run without the DDA’s cooperation. Stoa did not attempt to work around that block. A full audit of both current sites is the first deliverable of the engagement, not a guess made in advance of it.

The 78 archived board documents are shown here as records. Remediating scanned PDFs to an accessible standard, or replacing them with accessible HTML, is scoped work and is named as such in the proposal rather than assumed away.

A production site carries a monitored route for accessibility problems with a named owner and a stated response time. This site is an evaluation artifact and has no monitored inbox; please raise anything you find through the solicitation’s own contact.
