Facilities

The four venues the Authority holds at the confluence, and the three infrastructure and site-preparation parcels built to deliver them. Every entry states which authority holds it and, where it differs, who operates it.

The Venues

The Authority owns and operates the Convention Center outright. The stadium, the ballpark, and the arena are also held by the Authority, then leased or subleased to the team that plays there. That is a real difference, and it is stated below for each.




Infrastructure and Site Preparation

The roads, utilities, and cleared ground the Authority delivered so each venue could be built. Exhibit A-2 files these under Facilities rather than Development: they are not parcels awaiting a project, they are the completed work behind one.
