Working with the SEA
The Authority posts every piece of contract work it buys in one of three ways. Knowing which is which is the difference between a firm that only watches sealed bids and one that sees everything the Authority has open.

Three ways a project gets posted
Every opportunity on this site carries one of these labels. The label tells you how formal the process is, not how small the work is.
- Bid
- Sealed, formally advertised, and opened in public at a set time.
- RFP / RFQ
- A request for proposals or qualifications, usually for services or larger work.
- Other
- A small-project opportunity, posted without a formal sealed bid.

That is the practical meaning of the threshold: work the Authority judges does not need a formal sealed bid still gets posted here, with a contact and a due date, just without a pre-bid meeting or a public bid opening. A firm that watches only the Bid postings will never see it.

Get in early
Every posting lists a specific staff contact and a due date. For a question a posting itself does not answer, the Authority’s procurement inbox is procurement@pgh-sea.com.
- Join the vendor list to get new Bids, RFPs, RFQs, and Other postings by email as they go up.
- Read the MBE and WBE page if your firm is, or could be, certified. The Authority’s goals are 25 percent MBE and 10 percent WBE participation on its contract work.
- Browse every open opportunity for the current due dates, documents, and contacts.
