Anonymous reports are accepted but limit our ability to follow up if we need more detail. We never share contact info with the subject of a complaint.

Prototype note: This form posts to /api/complaint-ysaqmd, which validates the submission and returns a tracking ID + SLA acknowledgement. No data is persisted; production deployment writes to the District's complaint workflow (JotForm + District CRM today; could move to a Postgres-backed store).
