Why this layout
The current site lists 50+ forms under /permits/forms-applications/ as a deep tree of section headers, then PDF links. A user who knows they need to file an asbestos demolition notification (Form 170) but doesn't remember the form number has to scroll the whole list. A contractor who only files Adobe Sign forms can't filter to those. A resident looking for a complaint form has to know that complaints live under "Rules & Compliance" rather than "Forms".
Faceted findability fixes all three. Pick one or more facets in any combination, and the count next to each remaining option updates so you can see what's left. Every form announces its delivery format up front so nobody downloads a PDF expecting to file a JotForm. The last-updated date is visible on every row so District staff can audit stale PDFs in one scroll.
This same pattern handles the form library at launch, and scales to the 500+ PDF library after PDF remediation is complete (FAQ #6) — each remediated PDF becomes a discoverable, taggable, dated record in the same catalog.
