Case study overview
The problem
A small town with a strong cultural identity and rapid growth has to serve two eras at once. New residents arriving from a metro area expect to pay a water bill online and find a council agenda in seconds. The town's identity — a grape-harvest heritage carried for over a century — is what makes it worth moving to, and a generic municipal template erases exactly that.
The approach
The heritage carries the visual world rather than being confined to a history page, so the town still reads as itself while the services underneath behave like a modern city site: council agendas, water-bill payments, and record search all reachable directly. The bet is that identity and utility are not in tension if the identity lives in the design and the utility lives in the structure.
The result
Seventeen routes covering council agendas, water payments, and record search, in a visual world drawn from the town's grape-harvest tradition.
