Case study overview
The problem
Mid-size cities with an established brand face a genuine tension: the brand wants the homepage, and residents want to pay a bill. Resolve it toward the brand and the site is pretty and unusable; resolve it toward tasks and the city loses the identity it has invested in. Keyword search makes it worse by failing whenever a resident's words differ from the city's.
The approach
Semantic search absorbs the vocabulary mismatch, so a resident's phrasing does not have to match the city's filing, and task-first navigation puts parks, bill pay, police, and fire within one click regardless of where someone lands. That combination is what lets the brand keep the hero without costing anyone their errand. Spanish pages run alongside.
The result
Fifteen routes covering parks, payments, police and fire, and search, with Spanish pages and task-first navigation throughout.
