Measure J and STMP Funding

WCCTC helps direct Measure J and other regional transportation funds toward West County projects and programs.

Measure J

The Committees were created in 1988 to guide transportation projects and programs included in the Measure C, ½ cent, transportation sales tax approved by Contra Costa voters. Measure C was succeeded by Measure J in 2004.

Development impact fees

STMP

In addition to directing some funds from Measure J, WCCTC administers the Sub-regional Transportation Mitigation Fee Program (STMP) which collects impact fees from development projects built in West Contra Costa County and applies them to transportation improvements.

Regional Improvements

WCCTC is empowered by its Joint Powers Authority and Master Cooperative Agreement to coordinate and administer revenue for the regional transportation improvements funded with these fees.
