About WCCTC
WCCTC is one of four Regional Transportation Planning Committees (RTPCs) in Contra Costa County and represents the West Contra Costa sub-area. WCCTC is a public agency, governed by a Joint Exercise of Powers Agreement between the following member agencies: the cities of El Cerrito, Hercules, Pinole, Richmond, San Pablo; Contra Costa County; and the transit operators, AC Transit, BART, and WestCAT.
Who We Are
The Committees were created in 1988 to guide transportation projects and programs included in the Measure C, ½ cent, transportation sales tax approved by Contra Costa voters. Measure C was succeeded by Measure J in 2004. In 1988, the West Contra Costa RTPC was formed as West Contra Costa Transportation Advisory Committee (WCCTAC), and the agency changed its name to West Contra Costa Transportation Commission (WCCTC) in 2024.
WCCTC's operating revenues are derived from dues paid by member agencies as well as from numerous grants. WCCTC aims to improve the transportation system in West Contra Costa through the development and coordination of transportation plans, projects, programs and policies for the West Contra Costa area.

Each member agency appoints its own representative(s) to the WCCTC Board. The city of Richmond appoints three representatives. The Richmond alternate serves as alternate for all three Richmond representatives. WCCTC members also serve on the Contra Costa Transportation Authority (CCTA).
