January 6, 2026 To the City of Saugatuck:
My name is Renee Mulcrone and my family owns the house at 955 Holland Street. You may have heard me at one of the previous meetings, supporting the restrictions on Short Term Rentals. Our family supported this as we have seen the town itself decline in population, heard about complaints, and we care about the community as a whole. This week we found out that our house was denied a Short Term Rental renewal. This was due to a mistake – we thought our license expired on January 30 (as we looked it up on the property parcel web site) but it expired January 20th. We hand delivered our application December 30th (would have December 29th, but the o ice was closed due to the snowstorm), thinking we had given it the 30 days. As I understand you will be revisiting some of the parts of the current Short Term Rental Ordinance, I would like to make a suggestion to have some sort of appeals process. While I realize that new rules are rules, being denied an application for a license we have had since 2016 has been a bit painful. I understand the 30 days was to have enough time for inspections, and if your license lapsed, you were just not able to rent. I don’t see anywhere on the information that it says your license will be denied. Being denied this license hurts us a bit. From what I understand, it will be a long time – potentially many years -- before we will even be allowed a chance to apply again. As a family we have respected laws and regulations that have been put in by the city in the past and followed those over the years. We didn’t rent without a license. While again, new rules are rules, we are one of the families that have long time connections to the city. Renting has allowed us to maintain the house and preserve it for family members, including those who grew up in the community. Please consider some revisions on your ordinance.
Thank you, Renee Mulcrone

Dear Mayor and Members of the Saugatuck City Council, My name is Brian Elmore, and I reside at 985 Ridgeview Lane in Saugatuck. I am writing to formally submit my comments in support of the proposed administrative amendment to the Short-Term Rental ordinance. I was able to attend the recent City Council workshop via Zoom; however, because I was driving at the time, I was not able to participate in the public comment portion of the meeting. I appreciate the opportunity to provide my comments in writing for the record. As both a homeowner and a licensed short-term rental operator, I want to express my appreciation for the structure, clarity, and accountability that the current ordinance has brought to the short-term rental process. Clear rules and consistent standards are important for both the City and property owners, and the ordinance has helped establish that framework. In my written correspondence to Council dated November 24, 2025, I raised concerns that renewal dates shifting based on administrative timing—rather than a consistent license expiration date—could create confusion for license holders and could also result in homeowners not receiving a full one-year license term for the fees paid. At the time, my intent was simply to highlight how administrative mechanics, even when well-intentioned, can have unintended consequences. The proposed administrative amendment thoughtfully addresses those concerns. By clarifying renewal notice requirements, preserving renewal continuity, and distinguishing administrative oversights from substantive violations, this amendment helps ensure that the ordinance is administered in a fair, transparent, and equitable manner. Importantly, it does so without changing zoning, caps, or enforcement standards, and without expanding short-term rental use. I would like to thank Chad, Kevin, and Anne for their work in bringing this amendment forward, and I appreciate the City Council’s willingness to review and consider refinements that improve the administrative fairness of the ordinance while preserving its original intent.
