Surface Lots Overview The Sports & Exhibition Authority (SEA) owns the blue lots and the Urban Redevelopment (URA) Authority owns the yellow Melody Tent lots on Blocks A & C. The SEA Board approved entering into an agreement with Oak View Group (OVG360) to operate and manage the surface parking lots as of October 23, 2023. The URA and SEA agreed to enter into a cooperation agreement related to the parking operations.

RESOLVED by the Sports & Exhibition Authority of Pittsburgh and Allegheny County that its Executive Director and other proper officers are authorized to enter into an agreement with Walker Consultants at a cost not to exceed $32,500 to provide an update on the Lower Hill parking garage study/report; and further that the proper officers and agents of the Authority are authorized and directed to take all action and execute such 2004855 documents as are necessary and appropriate to effectuate the terms of this resolution.
