Council accepts FY 2026–27 preliminary budget; authorizes Website Redesign RFP

In a unanimous 5–0 vote at its May 11 regular meeting, the Hidden Hills City Council accepted the FY 2026–27 preliminary budget for public review and authorized release of the long-anticipated Website Redesign & Development Services Request for Proposals.

The preliminary General Fund budget totals $3.21 million, a 6.4 percent increase over the adopted FY 2025–26 budget. Public safety remains the single largest line item at $1.42 million, reflecting the renewal of the City’s contract with the Lost Hills Sheriff’s Station and the second-year ramp of the new wildfire-evacuation route signage and reflective-marker program adopted under Ordinance 393.

Trail-system maintenance, long a priority of the Trails Subcommittee, is proposed at $82,400 for FY 2026–27, a 28 percent increase that funds the second of five planned years of decomposed-granite resurfacing on the Long Valley and Spring Valley trail spurs. Council Member Gold, who represents the City on regional equestrian-trail planning bodies, called the increase “overdue and well-justified given the deferred maintenance we inherited.”

Website Redesign RFP released

The Council also voted unanimously to authorize City Manager release of the Website Redesign & Development Services RFP. Proposals are due Friday, May 15, 2026 at 5:00 p.m. Pacific Time, with a target contract award at the June 8 regular meeting. The procurement is being led by the Council Ad Hoc Committee for the Website Redesign, chaired by Mayor Pro Tem Siegel.

“This is the first wholesale refresh of the City’s web presence in nearly a decade,” Mayor Pro Tem Siegel said during the discussion. “We’re asking respondents to deliver not just a contemporary, accessible, mobile-first redesign, but also clean integration with the AI Digital Library platform we’re rolling out this summer.”

AI Digital Library beta tour set for June 15

In a related action, the Council approved scheduling of two resident beta walkthroughs of the new AI Digital Library for Monday, June 15, 2026. A morning session at 10 a.m. and an afternoon session at 2 p.m. in the City Hall Community Room. The walkthroughs are open to all residents; advance signup is encouraged via the general contact form.

Consent calendar & other actions

The Council unanimously approved the April warrant register ($412,883.41), the quarterly treasurer’s report, renewal of LVMCOG membership, and acceptance of the annual brush-clearance compliance report from LA County Fire. Council Member Weber, chair of the Finance Subcommittee, noted that brush-clearance compliance reached 96.3 percent for the 2025 cycle, a five-year high.
