Regular City Council Meeting · May 11, 2026

1. Call to order & roll call

Mayor Loggia called the meeting to order at 5:30 p.m. All five Council members present: Mayor Loggia, Mayor Pro Tem Siegel, Council Member Gold, Council Member McCorkindale, Council Member Weber.

2. Approval of minutes

  • 2.1. Minutes of the April 13, 2026 Regular Council Meeting
  • 2.2. Minutes of the April 28, 2026 Special Meeting (Budget Workshop)

3. Public comment (non-agenda items)

Each speaker is allowed up to three minutes. Speakers wishing to address the Council on items not on the agenda must complete a speaker card before the start of the meeting. Per the Ralph M. Brown Act, the Council may not take action on items raised in this period.

4. Consent calendar

Items on the consent calendar are considered routine and will be acted on by one motion. Any item may be removed by a Council member for separate discussion.

  • 4.1. Warrant register: April 1 – April 30, 2026 ($412,883.41)
  • 4.2. Quarterly treasurer’s report (Q3 FY 2025–26)
  • 4.3. Renewal: Las Virgenes-Malibu Council of Governments membership ($14,500)
  • 4.4. Acceptance: Annual brush-clearance compliance report (LA County Fire)

5. Public hearings

Item 5.1 · Public hearing

FY 2026–27 preliminary budget. Public review

Receive presentation of the FY 2026–27 preliminary General Fund budget ($3.21M) and Special Funds; open public hearing; receive testimony; close hearing; consider acceptance for public review prior to formal adoption at the June 22, 2026 Council meeting.

Staff recommendation: Accept preliminary budget for public review (Resolution 2026-12).

6. Regular business

Item 6.1

Website Redesign & Development Services. Authorize RFP release

Authorize the City Manager to release the Request for Proposals for Website Redesign & Development Services, with proposals due May 15, 2026 and a target contract award at the June 8, 2026 Council meeting.

Staff recommendation: Authorize release (Resolution 2026-13).

Item 6.2

AI Digital Library. June 15 resident beta tour

Receive update on AI Digital Library platform integration milestones and authorize a guided resident beta tour for June 15, 2026 (morning and afternoon sessions).

Staff recommendation: Approve schedule and outreach plan.

Item 6.3

Trail-system five-year maintenance plan. Receive update

Receive five-year update from the Trails Subcommittee, including recommended FY 2026–27 trail-maintenance allocation ($82,400, up 28% over prior year).

7. Council member items & announcements

Each Council member is invited to report on outside agency meetings, regional bodies, and community events. No action taken.

8. Adjournment

The next regular meeting of the City Council is scheduled for Monday, June 8, 2026, at 5:30 p.m. at City Hall.
