NORTH MISSOURI SOLID WASTE MANAGEMENT DISTRICT — REGION B A RESOLUTION SUPPORTING A PRODUCT STEWARDSHIP PROGRAM FOR PAINT
Resolution 2024 - 1
Whereas, it is estimated that close to 1.3 million gallons of leftover paint are generated in Missouri each year, which would cost $10 million for local government to collect and properly manage, and
Whereas, paint poured down drains can contaminate surface and groundwater, and leachate created by liquid paint dumped in landfills can release contaminants into groundwater, and
Whereas, proper management of leftover paint in Missouri to ensure safe disposal can result in costs totaling up to 50% of municipal household hazardous waste budgets, and
Whereas, a statewide paint stewardship program would mean that the paint industry would be responsible for collecting and managing leftover paint in Missouri, and
Whereas, the American Coatings Association, a trade association representing 95% of paint manufacturers from across the United States has created PaintCare, a non-profit program to manage the reuse, remanufacturing, and disposal of leftover paint, and
Whereas, the District of Columbia and eleven other states, including Minnesota, Colorado, Illinois, and Maine have passed legislation implementing paint recovery programs managed by PaintCare, saving local municipalities $150 million dollars while successfully collecting more than 30 million gallons of paint since 2010 as part of household hazardous waste and other collection programs, and
Whereas, in addition to reducing government costs, a paint stewardship program would continue adding jobs to those already created across states with paint stewardship legislation, reduce waste, and encourage the public to purchase the right amount of paint for a job, and create a convenient unwanted paint collection program for Missouri residents and certain businesses,
THEREFORE BE IT RESOLVED, that the North Missouri Solid Waste Management District hereby wishes to express its support for a statewide paint stewardship program that relieves municipalities and taxpayers from the financial burden of collecting and managing leftover paint in Missouri.
BE IT FURTHER RESOLVED that this Resolution will be provided to the appropriate members of the Missouri Legislature and the Honorable Mike Parson, Governor of the State of Missouri, as necessary.
PASSED, ADOPTED, and APPROVED this 28"" day of March, 2024, at a regular meeting of the Executive Board of Directors for the North Missouri Solid Waste Management District, at which meeting a quorum was present.
