Purchase mold remediation and reconstruction services
Motion
Teasdale Fenton - $29,547.97 - Purchase mold remediation and reconstruction services
Background
In August, the Community Development Department had a hot water heater that services the restrooms and kitchen area rust out and water leaked into the utility room where it is housed. At the time of replacement, some mold was found to be behind the replacement unit. Four Seasons removed that area of drywall to air out the cavity. During the last week of September, Community Development notified Community Services that it appeared that mold was growing on the other side of the drywall partition in the copy/work room area, noted as Hall 2 on proposals. Community Services worked with several restoration companies and got all the information that was needed from Teasdale Fenton. It is believed that this may not be a result solely of the hot water heater leaking, but possibly a roof leak. This is being investigated further. Teasdale proposes to remove the existing contaminated drywall and insulation. Following, the treatment of the area with an antimicrobial product will be applied that will eliminate and discourage growth in the future. A thorough inspection will be completed to ensure that all of the issue has been resolved and that the source of the water intrusion is completely eliminated. Once addressed, we will begin to reinstall insulation and drywall, including reuse or replacement of any items that were damaged. The Community Development Department requests a PO in the amount of $29,547.97, which includes the initial proposals totaling $26,861.79 and a 10% contingency in the amount of $2,686.18 for any additional work that may need to be performed to complete a safe remediation.

Restore Administration building brick window headers
Motion
ZSR Contracting and Restoration - $19,965.00 - Restore Administration building brick window headers
Background
Last week, Administration advised Community Services that bricks had fallen out of the window opening for the copier room on the North face of the building. Temporary concessions were made to keep water out of the opening until a price and repair were determined. Upon closer inspection, we found three (3) other windows in the same condition. The bricks are sitting in the opening by gravity alone. We reached out to a couple of masonry repair contractors, and ZSR Contracting gave the best price and most comprehensive scope to make the necessary repairs. Bricks will be removed from the opening, and a new steel lintel and flashing will be installed. The bricks will be reused and toothed back into the opening to create the structural soundness of the original construction. The Community Services Department requests a purchase order in the amount of $19,965.00 payable to ZSR Contracting and Restoration Services. This price includes all of the restoration and a 10% contingency.

Motion
Univar Solutions USA, Inc. - $18,000.00 - Purchase calcium chloride for 2026-2027 winter season
Background
Community Services is preparing for winter weather and is requesting to open a PO to Univar USA Inc. to purchase calcium chloride. The price for this snow season is estimated at $1.41 per gallon on a 4,000 gallon delivery which is an decrease over last year. The Division budgeted $26,000.00 for calcium chloride in 2026. Year Price ($/gallon) 2016 $0.84 2017 $0.92 2018 $0.965 2019 $0.965 2020 $1.04 2021 $1.286 2022 $1.257 2023 $1.357 2024 $1.34 2025 $1.30 Community Services uses calcium chloride to pre-wet road salt at temperatures below 20 degrees. We use salt brine to pre-wet at temperatures above 25 degrees, however the temperatures below 20 degrees make the brine ineffective. Calcium chloride has proven quite effective as a substitute for brine when pre-wetting road salt at temperatures below 25 degrees. The Community Services Department is requesting a purchase order in the amount of $18,000.00 for the purchase of calcium chloride during the 2026-2027 winter season.

Background
The Office of Criminal Justice Services, State of Ohio Body-Worn Camera Grant Program grant is aimed at providing public law enforcement agencies funding for implementing or expanding previously implemented body-worn camera programs. Law enforcement agencies are increasingly using body-worn cameras to serve a multitude of functions: to improve evidence collection, to train officers, to strengthen officer performance and accountability, to enhance agency transparency, and to document and investigate encounters between police and the public. In 2021, at the request of Governor Mike DeWine, $10 million was set aside in the state budget to help outfit law enforcement officers across the state with body cameras, in an effort to achieve Governor DeWine’s goal “that most, if not all, law enforcement agencies in the state will establish a body camera program with the help of this grant funding.” If awarded funding, the grant would assist in offsetting the costs associated with the Township’s current body-worn camera program. Thank you for your consideration.

Motion to approve Limited Home Rule Resolution 33-2026 extending the Cincinnati-Dayton 747 Corridor moratorium to December 31, 2026, declaring an emergency and dispensing with the second reading
Background
The West Chester Township Board of Trustees previously adopted Limited Home Rule Resolution No. 30-25, which declared a moratorium on construction and development activities within the study area between Cincinnati-Dayton Road and State Route 747 to allow for a comprehensive Corridor Study (the “Cincinnati-Dayton 747 Corridor Moratorium”). Previously, the West Chester Township Board of Trustees adopted Limited Home Rule Resolution 34-2025 which revised the Cincinnati-Dayton 747 Corridor Moratorium and extended it to October 16, 2026. Township staff require additional time to review the comprehensive Corridor Study and make recommendations to ensure that any necessary regulations conform to the goals of the West Chester Township Board of Trustees and help ensure the public peace, health, safety, and welfare of its citizens. Extending the Cincinnati-Dayton 747 Corridor Moratorium to December 31, 2026 will allow the Board of Trustees and Township staff time to accomplish the Township’s goals and help ensure the public peace, health, safety, and welfare of its citizens.
Item 33
Motion
Motion to approve Resolution 34-2026 authorizing the removal of snow and ice from undedicated roads in accordance with Ohio Revised Code Section 505.82 and pursuant to Limited Home Rule Authority provided under Ohio Revised Code Chapter 504 and declaring an emergency and dispensing with the second reading
Background
During the winter season, the Community Services Department has expanded its capacity to respond to winter weather emergencies by providing service to the undedicated streets within the Township. In the past, the practice was to allow for the undedicated streets to be maintained by the developer or owner of the property prior to acceptance by the Board of Trustees. In many instances, these streets would go unmaintained during winter weather storms creating both an inconvenience to those traveling the roads and a public safety hazard. Approval of this Resolution will authorize the Township to solicit from the developer/owner the name of the party that will be maintaining that stretch of roadway undedicated to the Township. In the event that the developer chooses the Township as the service provider, we propose to offer service during inclement weather at a cost of $0.075 per linear foot, as outlined under Section 505.82 of the ORC. The cost to the developer is charged based on a linear footage and the amount of times that the Township must pass over this same stretch of roadway. This practice has been used during past winter seasons and has been found to be successful.
