SOWIB is a federally funded program and its website has to work for everyone who needs it. This site is built to WCAG 2.2 Level AA, which is a later standard than the WCAG 2.1 Level AA required of it, and it is tested rather than asserted.

In practice

What that means on this site

  • Every page works at 320 pixels wide

    Nothing scrolls sideways and nothing is cut off, on any page, at any width down to a small phone held upright.

  • Every page can be used with a keyboard alone

    A skip link comes first, focus is always visible, and every control that can be clicked can be reached and operated by tabbing. Interactive targets are at least 24 pixels.

  • Every link says where it goes

    A link never reads only “Agenda”, “Minutes” or “Click here”. Where a document’s own title is missing from the record, the link says that plainly instead of inventing one.

  • Every photograph carries a real description

    Alt text describes what is in the picture, and it is written separately from the caption, because a caption is not a description.

  • The long lists work without JavaScript

    The document library, the meeting record, the news archive and the staff directory all filter and paginate on the server. Turning scripting off changes how fast they are, not whether they work.

  • Nothing moves unless you ask it to

    There is no carousel, no autoplaying video and no motion that starts on its own. Transitions respect a reduced-motion preference.

Known limits

What is not fixed yet

An accessibility statement that claims everything is perfect is not worth reading. Two things on this site are genuinely not, and both are stated here rather than discovered by the person they fail.

Documents

The document library links to files that were published before this site existed. Their internal tagging, reading order and alt text have not been remediated, so a screen reader may not read all of them well. If you need one of them in another format, ask and it will be provided.

Language

English only

This site is published in English and in no other language. A rule about whether you qualify for a program is exactly the kind of sentence that has to be right, so SOWIB arranges interpretation and translation through its staff on request rather than publishing an unreviewed version here.
