Engineering Designs for Village Square Improvements

DESCRIPTION: Refreshing the Village Square courts is a priority for the current fiscal year. Resurfacing the tennis and basketball courts and developing new recreational use areas are also identified projects in the Tri-Community Parks and Recreation Master Plan. Following several workshop discussions and a recommendation from the Parks and Public Works Committee, City Council approved Concept 1, including the improvements outlined below, along with the design engineering proposal and Donation Agreement for Village Square Park. Council also authorized the City Manager to obtain all required permits and approvals, including Historic District Commission approval. Planned improvements will modernize and enhance Village Square Park’s recreational amenities, including resurfacing and expanding the basketball court to standard dimensions, upgrading the existing tennis/pickleball court combination with improved striping and adjustable netting, and adding a new shuffleboard court and additional seating. The project also incorporates universal accessibility features, improved walkways, stormwater management elements such as rain gardens, and broader site enhancements to better serve the community. Our engineers at Fleis & VandenBrink have prepared the attached designs and renderings and will attend the workshop to provide City Council with an update on the project. BUDGET ACTION REQUIRED: None at this time. $240,000 is budgeted for this fiscal year. A $100,000 donation was received last fiscal year. A recreational passport grant in the amount of $150,000 was previously awarded by DNR. Reimbursement of eligible expenses will occur throughout the project.
