ARC / Governor's Office of Appalachia
The Appalachian Regional Commission (ARC) is a federal-state partnership that funds business development, workforce, infrastructure, and community projects across Appalachia. Since 1966, OMEGA has helped the region secure over $75 million in ARC grant awards, leveraging over $140 million more in other local, state, and federal funds. OMEGA and the Governor's Office of Appalachia (GOA) collaborate to prioritize projects and administer ARC and state project funds.
Eligibility: Public and non-profit agencies.
How to apply: The pre-application deadline runs mid-April to early-May each year; projects recommended for ARC funding must have all matching funds committed.

EDA Assistance
OMEGA is a certified Economic Development District (EDD), receiving funding from the U.S. Department of Commerce's Economic Development Administration through its Partnership Planning Grant Program. OMEGA helps facilitate applications to four EDA programs: Public Works and Economic Development (infrastructure to attract industry and retain jobs), Economic Adjustment Assistance (help for economies under structural stress), Planning Assistance (including the Comprehensive Economic Development Strategy), and Technical Assistance (project planning, economic impact analysis, feasibility studies).
Eligibility: Local governments, nonprofits, and public entities pursuing economic development projects.

Community Development Grants
OMEGA's Community Development Specialists work one-on-one with local officials and nonprofits to prepare Community Development Block Grant proposals, including grant counseling, application drafting, and coordination with the Ohio Development Services Agency for projects like water and sewer upgrades, downtown revitalization, and public facilities.
Eligibility: Ohio municipalities, counties, and townships.

OPWC Infrastructure & Clean Ohio Green Space
The Ohio Public Works Commission (OPWC) funds local road, bridge, water, and sewer infrastructure through District 14's capital program, and separately administers the Clean Ohio Green Space Conservation Program for land and river-corridor preservation. District 14 covers Carroll, Columbiana, Coshocton, Guernsey, Harrison, Holmes, Jefferson, and Tuscarawas counties.
Eligibility: Political subdivisions within District 14; Clean Ohio applications reviewed by the District 14 Natural Resources Assistance Council (NRAC).

Abandoned Mine Lands Pilot Program
Administered with the Ohio Department of Natural Resources' Division of Mineral Resource Management, this federally funded program aids the reclamation of eligible abandoned mine land for long-term economic and community site development, weighing public health and safety risk, environmental conditions, intended end use, and anticipated community benefit.
Eligibility: Sites within OMEGA's designated Abandoned Mine Land problem areas.

One Ohio Region 11
OMEGA administers Region 11 of the One Ohio opioid settlement fund on behalf of its member counties, directing settlement dollars toward addiction prevention, treatment, and recovery programs across the region.
Eligibility: Programs and providers serving OMEGA's ten-county Region 11 footprint, per the OneOhio Region 11 bylaws.

Regional Broadband
OMEGA conducted a regional broadband feasibility study, "Connecting Appalachia," with the Reid Consulting Group to identify gaps and opportunities across all ten counties, and maintains a broadband profile for each member county.
Eligibility: Ten-county OMEGA region; profiles and the full feasibility study are public.
