Accessibility & conformance report

Addendum 1 confirms WCAG 2.1 Level AA as the standard, with WCAG 2.2 preferred, and the County’s Q&A points to the new federal requirement behind it: the Department of Justice’s Title II web accessibility rule (28 CFR Part 35), which adopts WCAG 2.1 AA for public-entity web content. The redesign ships with the automated scanning workflow the RFP requires, verifying WCAG 2.1 AA and producing a living Accessibility Conformance Report, plus the manual keyboard and screen-reader QA Stoa includes beyond the requirement. Current-site audit findings

These findings come from a review of the current District Court source and public UX. A separate Playwright/axe pass loaded seven current public URLs with zero automated WCAG A/AA violations; this report captures the source-level and workflow risks automated scans do not fully describe.
