1. Call to order & roll call
Mayor Loggia called the meeting to order at 5:30 p.m. All five Council members present: Mayor Loggia, Mayor Pro Tem Siegel, Council Member Gold, Council Member McCorkindale, Council Member Weber.
2. Approval of minutes

3. Public comment (non-agenda items)
Each speaker is allowed up to three minutes. Speakers wishing to address the Council on items not on the agenda must complete a speaker card before the start of the meeting. Per the Ralph M. Brown Act, the Council may not take action on items raised in this period.
4. Consent calendar
Items on the consent calendar are considered routine and will be acted on by one motion. Any item may be removed by a Council member for separate discussion.
- 4.1. Warrant register: April 1 – April 30, 2026 ($412,883.41)
- 4.2. Quarterly treasurer’s report (Q3 FY 2025–26)
- 4.3. Renewal: Las Virgenes-Malibu Council of Governments membership ($14,500)
- 4.4. Acceptance: Annual brush-clearance compliance report (LA County Fire)
5. Regular business
Item 1 · MOU
AI Digital Library platform integration MOU approved
Council unanimously approves a three-year MOU with platform vendor for the Hidden Hills AI Digital Library. Total committed: $284K across launch year plus two operational years. MOU covers content licensing, semantic search infrastructure, and resident-facing digital literacy programming. Goes live Q3 2026.
Item 2 · Capital project
City Hall accessibility upgrades: Phase 1 complete
Council accepts Phase 1 of the City Hall accessibility upgrades as complete. Scope: ADA-compliant entry ramp, accessible restroom retrofit, and updated council-chamber assistive-listening system. Phase 2 (exterior parking and pathway upgrades) authorized for the FY 2026-27 capital budget.
Item 3 · Resolution
Investment policy: FY 2025-26 review and reaffirmation
Council reaffirms the City's investment policy in accordance with Government Code §53646. General Fund reserves continue to be invested through the Local Agency Investment Fund (LAIF) and a CAMP pool. Quarterly compliance reports to Finance Subcommittee continue. No material changes from prior year.
Item 4 · Resolution
Investment of City reserves: 2026-27 strategy reaffirmed
Council reaffirms FY 2026-27 investment strategy for City reserves: 60% in LAIF, 30% in CAMP, 10% in laddered Treasury bills, all targeting safety and liquidity over yield. Quarterly review continues with Finance Subcommittee. Target portfolio yield 4.1% based on current rate environment.
Item 5 · Policy
Public comment time-limit reaffirmed at three minutes
Council reaffirms the three-minute time limit for public comment at regular Council meetings, in accordance with the City's adopted procedural rules. Mayor retains discretion to extend the limit for matters of substantial community interest, subject to Council approval.
6. Council member items & announcements
Each Council member is invited to report on outside agency meetings, regional bodies, and community events. No action taken.
7. Adjournment
The next regular meeting of the City Council is scheduled for Monday, June 8, 2026, at 5:30 p.m. at City Hall.
