1. Call to order & roll call
Mayor Loggia called the meeting to order at 5:30 p.m. All five Council members present: Mayor Loggia, Mayor Pro Tem Siegel, Council Member Gold, Council Member McCorkindale, Council Member Weber.
2. Approval of minutes

3. Public comment (non-agenda items)
Each speaker is allowed up to three minutes. Speakers wishing to address the Council on items not on the agenda must complete a speaker card before the start of the meeting. Per the Ralph M. Brown Act, the Council may not take action on items raised in this period.
4. Consent calendar
Items on the consent calendar are considered routine and will be acted on by one motion. Any item may be removed by a Council member for separate discussion.

- 4.2. Quarterly treasurer’s report (Q3 FY 2025–26)
- 4.3. Renewal: Las Virgenes-Malibu Council of Governments membership ($14,500)

Item 1 · Resolution
CalRecycle SB 1383 organics compliance certification
Council certifies the City's compliance with SB 1383 organics-recycling requirements for calendar year 2025. Hidden Hills's small-jurisdiction exemption pathway accepted by CalRecycle. Quarterly residential green-waste reports continue; commercial organics requirements N/A given the City's residential-only land use.
Item 2 · Resolution
FY 2025-26 mid-year budget review
Council accepts the FY 2025-26 mid-year budget review from City Manager. General Fund revenues tracking 2.4% above projection; expenditures 1.1% below. No corrective actions required. Trail-maintenance and brush-clearance line items remain on schedule. AI Library planning fund draw-down at 38% of authorized.
Item 3 · Approval
ARC review: pool-fence safety standards update
ARC Subcommittee adopts updates to pool-fence safety standards reflecting 2025 amendments to California Health and Safety Code §115920. Self-closing, self-latching gates required at all entrances. Minimum fence height 60 inches. New properties must comply at construction; existing properties at next pool-permit cycle.
Item 4 · Acceptance
Cybersecurity assessment: 2025 third-party review accepted
Council accepts the 2025 cybersecurity assessment performed by an independent third-party consultant. No critical findings. Three medium-priority recommendations relate to multi-factor-authentication coverage and password-policy refresh. Implementation underway through City Manager's office.
Item 5 · Acceptance
FY 2025-26 mid-year capital projects status accepted
Council accepts the FY 2025-26 mid-year capital-projects status report. Projects on track: Long Valley culvert replacement (design phase), City Hall accessibility Phase 2 (design phase), pickleball-court feasibility study (in progress). Projects completed: Spring Valley resurfacing, City Hall reception renovation.
6. Council member items & announcements
Each Council member is invited to report on outside agency meetings, regional bodies, and community events. No action taken.
7. Adjournment
The next regular meeting of the City Council is scheduled for Monday, June 8, 2026, at 5:30 p.m. at City Hall.
