1. Call to order & roll call

Mayor Loggia called the meeting to order at 5:30 p.m. All five Council members present: Mayor Loggia, Mayor Pro Tem Siegel, Council Member Gold, Council Member McCorkindale, Council Member Weber.

2. Approval of minutes

  • 2.2. Minutes of the April 28, 2026 Special Meeting (Budget Workshop)

3. Public comment (non-agenda items)

Each speaker is allowed up to three minutes. Speakers wishing to address the Council on items not on the agenda must complete a speaker card before the start of the meeting. Per the Ralph M. Brown Act, the Council may not take action on items raised in this period.

4. Consent calendar

Items on the consent calendar are considered routine and will be acted on by one motion. Any item may be removed by a Council member for separate discussion.

  • 4.1. Warrant register: April 1 – April 30, 2026 ($412,883.41)
  • 4.2. Quarterly treasurer’s report (Q3 FY 2025–26)
  • 4.3. Renewal: Las Virgenes-Malibu Council of Governments membership ($14,500)
  • 4.4. Acceptance: Annual brush-clearance compliance report (LA County Fire)

5. Regular business

Item 1 · Resolution

Filming Permit Standards updated for residential streets

Council adopts updated filming permit standards. New rules: 14-day advance notice required, $250 base filming-permit fee, neighbor-notification radius extended to 500 ft, restricted hours 10pm-6am with limited exceptions. Administered through the City Clerk's office. Designed to balance the City's role as a frequent filming location with residential quality-of-life concerns.

Item 2 · Capital project

City website Discovery phase initiated

City Manager reports on the website-redesign Discovery phase preparation. Scope confirmation, content inventory, accessibility-baseline audit, and an initial reference-site review with Council to be completed in advance of the formal vendor procurement. Vendor RFP scheduled for May 2026 release.

Item 3 · Appointment

Planning Commission appointments confirmed

Council confirms Planning Commission appointments for the 2026-2028 term: Patricia Burgess (chair), Michael Cohen, Sarah Tan, David Goldstein (alternate). Commission scope: review of major projects exceeding 25,000 sqft, variance applications, and use-permit requests. Meets second Wednesday monthly.

Item 4 · Capital project

Community recreation grant: pickleball court feasibility study

Council authorizes a $14K feasibility study for the addition of a community pickleball court at City Hall plaza. Study scope: noise modeling, surface options, ADA-compliant access, and ongoing maintenance costs. No commitment to construction; study informs FY 2026-27 budget discussion.

Item 5 · Policy

Email-records-retention policy updated

Council adopts an updated email-records-retention policy in compliance with California Public Records Act and Government Code §34090. City Manager and Clerk emails retained 5 years; routine staff correspondence retained 2 years. Implementation through Google Workspace Vault.

6. Council member items & announcements

Each Council member is invited to report on outside agency meetings, regional bodies, and community events. No action taken.

7. Adjournment

The next regular meeting of the City Council is scheduled for Monday, June 8, 2026, at 5:30 p.m. at City Hall.
