1. Call to order & roll call
Mayor Loggia called the meeting to order at 5:30 p.m. All five Council members present: Mayor Loggia, Mayor Pro Tem Siegel, Council Member Gold, Council Member McCorkindale, Council Member Weber.
2. Approval of minutes

3. Public comment (non-agenda items)
Each speaker is allowed up to three minutes. Speakers wishing to address the Council on items not on the agenda must complete a speaker card before the start of the meeting. Per the Ralph M. Brown Act, the Council may not take action on items raised in this period.
4. Consent calendar
Items on the consent calendar are considered routine and will be acted on by one motion. Any item may be removed by a Council member for separate discussion.

- 4.2. Quarterly treasurer’s report (Q3 FY 2025–26)
- 4.3. Renewal: Las Virgenes-Malibu Council of Governments membership ($14,500)
- 4.4. Acceptance: Annual brush-clearance compliance report (LA County Fire)

Item 1 · Approval
Architectural Review: Master Standards 2025 update adopted
ARC Subcommittee adopts the 2025 Master Architectural Standards update. Major changes: defensible-space landscaping requirements harmonized with Ordinance 393, equestrian-property setback clarifications, and updated rooftop solar guidance consistent with Title 24 of the California Building Code.
Item 2 · Policy
Holiday tree-lighting and community gathering policy
Council confirms the annual holiday tree-lighting gathering at City Hall plaza for the first weekend of December. Event includes community caroling, hot cocoa station staffed by volunteers, and a children's gift drive coordinated with the LA County Sheriff's Lost Hills Station. No permit required; City provides amplified-sound exemption.
Item 3 · Capital project
City Hall accessibility Phase 2: parking and pathway upgrades funded
Council authorizes funding for Phase 2 of the City Hall accessibility upgrades. Scope: ADA-compliant parking spaces, accessible pathway from parking to entry, audible-and-visible signaling at the front door, and tactile signage. Estimated cost $58K. Construction window: summer 2026.
6. Council member items & announcements
Each Council member is invited to report on outside agency meetings, regional bodies, and community events. No action taken.
7. Adjournment
The next regular meeting of the City Council is scheduled for Monday, June 8, 2026, at 5:30 p.m. at City Hall.
