1. Call to order & roll call
Mayor Loggia called the meeting to order at 5:30 p.m. All five Council members present: Mayor Loggia, Mayor Pro Tem Siegel, Council Member Gold, Council Member McCorkindale, Council Member Weber.
2. Approval of minutes

3. Public comment (non-agenda items)
Each speaker is allowed up to three minutes. Speakers wishing to address the Council on items not on the agenda must complete a speaker card before the start of the meeting. Per the Ralph M. Brown Act, the Council may not take action on items raised in this period.
4. Consent calendar
Items on the consent calendar are considered routine and will be acted on by one motion. Any item may be removed by a Council member for separate discussion.
- 4.1. Warrant register: April 1 – April 30, 2026 ($412,883.41)
- 4.2. Quarterly treasurer’s report (Q3 FY 2025–26)
- 4.3. Renewal: Las Virgenes-Malibu Council of Governments membership ($14,500)
- 4.4. Acceptance: Annual brush-clearance compliance report (LA County Fire)
5. Regular business
Item 1 · Capital project
Spring Valley Road resurfacing project awarded
Council awards Spring Valley Road resurfacing contract to All American Asphalt for $412K. Scope: 1.8 miles of road resurfacing, ADA-compliant curb ramps at four intersections, restriped centerlines, and replacement of three damaged storm-drain grates. Construction window: spring 2026.
Item 2 · Resolution
Coyote-management protocol updated
Council adopts an updated coyote-management protocol after consultation with LA County Animal Care. Protocol emphasizes hazing techniques, removal of attractants, and resident education. No lethal trapping is authorized except where documented threat to humans or livestock is established. City will distribute educational materials to all property owners.
Item 3 · Resolution
Mountain-lion sighting protocol distributed to residents
Council accepts the City Manager's report on mountain-lion sighting protocols, coordinated with the California Department of Fish and Wildlife. Resident notification cascade in place via the City's email digest. Three confirmed sightings reported in 2025; no aggressive contact. Educational materials distributed.
6. Council member items & announcements
Each Council member is invited to report on outside agency meetings, regional bodies, and community events. No action taken.
7. Adjournment
The next regular meeting of the City Council is scheduled for Monday, June 8, 2026, at 5:30 p.m. at City Hall.
