1. Call to order & roll call
Mayor Loggia called the meeting to order at 5:30 p.m. All five Council members present: Mayor Loggia, Mayor Pro Tem Siegel, Council Member Gold, Council Member McCorkindale, Council Member Weber.
2. Approval of minutes

3. Public comment (non-agenda items)
Each speaker is allowed up to three minutes. Speakers wishing to address the Council on items not on the agenda must complete a speaker card before the start of the meeting. Per the Ralph M. Brown Act, the Council may not take action on items raised in this period.
4. Consent calendar
Items on the consent calendar are considered routine and will be acted on by one motion. Any item may be removed by a Council member for separate discussion.

- 4.2. Quarterly treasurer’s report (Q3 FY 2025–26)
- 4.3. Renewal: Las Virgenes-Malibu Council of Governments membership ($14,500)
- 4.4. Acceptance: Annual brush-clearance compliance report (LA County Fire)
5. Regular business
Item 1 · Policy
PSPS (Public Safety Power Shutoff) preparedness plan adopted
Council adopts the 2025 PSPS preparedness plan. Includes coordination with Southern California Edison on advance notification, generator-loan program for residents with medical-baseline needs, City Hall backup-power upgrade, and an updated alert system using the City's news-and-events feed for real-time outage status.
Item 2 · Contract
Tree-maintenance services contract awarded to Bay Tree Co.
Council awards a two-year tree-maintenance services contract to Bay Tree Co. for $128K annually. Scope: annual inspection of City-maintained right-of-way trees, priority removal of dead and high-risk trees, defensible-space pruning aligned with Ordinance 393, and emergency-response standby.
Item 3 · Resolution
Veterans Day flag-display protocol confirmed
Council confirms the annual Veterans Day flag-display protocol. Full-staff observance throughout November 11. Six American flags installed along Spring Valley Road from sunrise to sunset. Coordinated with local Boy Scout Troop 33 for installation and removal. Cost absorbed in Public Works supply budget.
Item 4 · Ordinance
Ordinance 392: Equestrian-Trail Access Rights affirmed
Council adopts Ordinance 392 reaffirming public-access rights on City-dedicated equestrian trails, including the City's 28 miles of maintained trail network. Provides for resolution of access disputes through a Trails Subcommittee mediation process. Civil penalties for trail-access obstruction up to $1,000.
6. Council member items & announcements
Each Council member is invited to report on outside agency meetings, regional bodies, and community events. No action taken.
7. Adjournment
The next regular meeting of the City Council is scheduled for Monday, June 8, 2026, at 5:30 p.m. at City Hall.
