1. Call to order & roll call

Mayor Loggia called the meeting to order at 5:30 p.m. All five Council members present: Mayor Loggia, Mayor Pro Tem Siegel, Council Member Gold, Council Member McCorkindale, Council Member Weber.

2. Approval of minutes

  • 2.2. Minutes of the April 28, 2026 Special Meeting (Budget Workshop)

3. Public comment (non-agenda items)

Each speaker is allowed up to three minutes. Speakers wishing to address the Council on items not on the agenda must complete a speaker card before the start of the meeting. Per the Ralph M. Brown Act, the Council may not take action on items raised in this period.

4. Consent calendar

Items on the consent calendar are considered routine and will be acted on by one motion. Any item may be removed by a Council member for separate discussion.

  • 4.1. Warrant register: April 1 – April 30, 2026 ($412,883.41)
  • 4.2. Quarterly treasurer’s report (Q3 FY 2025–26)
  • 4.3. Renewal: Las Virgenes-Malibu Council of Governments membership ($14,500)
  • 4.4. Acceptance: Annual brush-clearance compliance report (LA County Fire)

5. Regular business

Item 1 · Ordinance

Ordinance 393: Wildfire Risk Reduction adopted

Council adopts Ordinance 393, establishing a mandatory defensible-space inspection cycle, enforcement deadlines, and the City's wildfire evacuation route protocol. The ordinance creates Zone 1 (within 30 ft of any structure) and Zone 2 (30-100 ft) defensible-space requirements, harmonized with LA County Fire's annual inspection cycle. Civil penalties of up to $1,500 per parcel apply for repeated non-compliance.

Item 2 · Acceptance

Quiet hours and construction-noise ordinance review

Council accepts staff review of the City's quiet-hours and construction-noise ordinance. Current rules (no construction noise 7pm-7am weekdays; weekend/holiday restrictions) remain in effect. Staff to monitor complaint volume through year-end and report back in early 2026.

Item 3 · Acceptance

PSPS event after-action: October 2024 outage review

Council accepts the after-action review from the October 2024 Public Safety Power Shutoff event. Outage duration: 18 hours, affecting 87% of the City. Generator-loan program deployed to all 14 medical-baseline-registered residents. Lessons learned: improve advance-notification cascade, stage spare generators at City Hall.

Item 4 · Resolution

Sister-city friendship agreement with City of Cerro Gordo, Mexico

Council adopts a non-binding friendship-agreement resolution with the City of Cerro Gordo, Veracruz, Mexico, formalizing cultural-exchange and educational collaboration. Agreement carries no financial commitment. Coordinated through the Calabasas Sister Cities Committee.

6. Council member items & announcements

Each Council member is invited to report on outside agency meetings, regional bodies, and community events. No action taken.

7. Adjournment

The next regular meeting of the City Council is scheduled for Monday, June 8, 2026, at 5:30 p.m. at City Hall.
