The Green Hills Regional Planning Commission is recognized by the Economic Development Administration as an Economic Development District and receives planning grant funds on an annual basis. Each year, the District is required to provide EDA with an Annual Scope of Work which encompasses all of the activities that staff will complete. This partnership and funding allows the Planning Commission to dedicate staff to serve the economic development needs and interests of the region. A major focus of the District’s Annual Scope of Work is to provide technical assistance to the region’s economic developers and leaders who are involved in economic and community development on the local level, including assistance in community strategic planning, grant writing and representing the region at the state and local level.

Economic Development What is a Comprehensive Economic Development Strategy? 

A Comprehensive Economic Development Strategy (CEDS) is designed to bring together the public and private sectors in the creation of an economic roadmap to diversify and strengthen regional economies.

The most recent North Missouri Comprehensive Economic Development Strategy can be viewed online at: http://www.ghrpc.org/Documents/ CEDS%202012.pdf

The CEDS analyzes the regional economy and serves as a guide for establishing regional goals and objectives, developing and implementing a regional plan of action, and identifying investment priorities and funding sources. The document is updated every five years.

Page 4

Transportation Planning GHRPC continues to serve as the leading voice for regional transportation planning in north Missouri, and remains a steadfast supporter and facilitator of communication between MoDOT and the cities and counties of north Missouri. In support of regional transportation planning, Green Hills and MoDOT work in partnership each year to develop and execute a work plan designed to allow local grassroots input into statewide transportation planning. The Transportation Advisory Committee (TAC) serves as the heart of these local planning efforts. Meeting quarterly, the TAC helps identify regional needs in infrastructure, public education, and safety.

Traffic-Calming Services The ValuPro 2012 speed trailer is designed to help communities control speeds at a designated site while simultaneously collecting data related to average speed and vehicle volume. The trailer alerts oncoming drivers to their current speed as related to the posted speed for the roadway. This tool may be particularly useful during large events (county fairs, community meetings, etc.), in school zones, and in areas identified by local law enforcement as prone to speeding.

Workforce Development Workforce Innovation and Opportunity Act The Workforce Innovations and Opportunities Act authorizes Workforce Development Programs. As with all forms of government services, it is necessary to evaluate products and services to ensure that they are timely, up to date and valuable to our customers. Over the course of the past year, Green Hills Regional Planning Commission has partnered with Job Center staff to help provide additional services offered to job seekers in the region, adding value to customer visits and strengthening partnerships. We continue to work with our customers to help them understand the importance of taking the lead in investing in their own futures. We help them learn to make choices that provide or improve employment, reduce or remove the need for public assistance, contribute to financial stability for them and their families, and grow local communities. We are so grateful to be able to provide these services and programs in our local communities, making a difference one person at a time.

Solid Waste Management District The North Missouri Solid Waste Management District - Region B is the largest district in the State of Missouri, consisting of 11 counties in north central Missouri including Caldwell, Carroll, Chariton, Daviess, Grundy, Harrison, Linn, Livingston, Mercer, Putnam, and Sullivan and their 75 communities. Region B provides a District Grant Program to provide financial assistance to cities, counties, non-profits, and other organizations for the purposes of: ·Developing new or improved programs that will reduce the generation of solid waste, ·Creating new or improving existing markets for recovered materials, and ·Improving the handling of items banned from landfills by Missouri law. Funds are awarded to sub-grantees for projects that are sustainable, lead to long term diversion, and have maximum impact on waste minimization while creating or sustaining jobs.

Household Hazardous Waste – Appliance – Tire – Electronic Collections District B uses grant funds from the Missouri Department of Natural Resources each year to collect banned/ special items in our region. For 20 years, the North Missouri Solid Waste Management District-B, has been an important part of collecting and recycling household hazardous waste, and banned items. The efforts of the District has prevented these items from being placed in landfills or illegally disposed of throughout rural areas, where many of the banned items would be illegally dumped in ditches, creeks, or on personal property. Eligible items include computer monitors, televisions, printers, peripherals, appliances, tires, and household hazardous waste including latex paint, oil base paint, varnish, stains, used oil, aerosol cans, herbicides, pesticides, cleaners, acid, household batteries, and lead acid batteries.

DNR Tire Round Up

A DNR Tire Round up was held in Carroll County. This was a great opportunity for residents of the county to dispose of thousands of old tires free of charge.

Page 19

The Chillicothe event was held on July 15, 2017, and collected 13,106 pounds of pesticide waste from 39 participants and the Bethany event was held on March 24, 2018, and collected 3,360 pounds of pesticide waste from 19 participants. The Mission of the Missouri Pesticide Collection Program is to help protect human health and the environment by collecting and ensuring safe disposal of waste pesticides from Missouri farmers and householders while educating citizens of Missouri on how to properly manage and reduce pesticide waste. The department’s Pesticide Collection Program provides free collection events for farmers and households throughout the state of Missouri to properly dispose of unwanted waste pesticides. The Department of Natural Resources is offering this free opportunity to properly dispose of pesticides, herbicides, rodenticides, insecticides, fungicides, and fertilizers containing herbicides or pesticides. From 2012 to 2018, the Missouri Pesticide Collection Program has conducted 44 events, collecting more than 430,000 pounds of waste pesticide from 1,379 participants.

Page 20

Special Projects HAZARD MITIGATION During FY 2017-2018, GHRPC worked on two Hazard Mitigation plans updates—one for Sullivan County in 2015 and another for Caldwell County in 2016. Sullivan County’s update was performed using a new template provided by FEMA. This was not only a first for the RPC, but the first county plan in the State to utilize the template and was accepted by FEMA on its first submission. Photo by Ralph Boots Caldwell County’s plan, in addition to using the new template, boasts a more comprehensive risk assessment that details man-made and technological hazards in addition to the Natural Hazards outlined in previous years. These hazards include: Attack (Nuclear, Conventional, Chemical and Biological), Civil Disorder, Hazardous Materials Releases, Mass Transportation Incidents, Public Health/Environmental Issues, Special Events, Terrorism, Utility Disruption/Failure, and Electromagnetic Pulse (EMP).

These plans are required by the Federal Emergency Management Agency in order for the local jurisdictions to be eligible for hazard mitigation grant funds through programs like Hazard Mitigation Grant Program (HMGP), Pre-disaster Mitigation (PDM), and SRL (a US Army Corp program that deals with levees and repetitive flood loss).

ENVIRONMENTAL REVIEWS Every project with federal funding requires some level of Environmental Review, most commonly the Environmental Assessment or EA. Although EAs were previously included as part of the administration costs, recent changes at CDBG require environmental reviews to be completed independently. An EA: 1) Provides evidence and analysis for determining whether to prepare an Environmental Impact Statement or EIS. 2) Aids agency compliance with NEPA when an EIS is not required. 3) Facilitates preparation of an EIS when one is necessary. During FY 2017-2018, GHRPC performed work on Environmental Reviews and/or amendments for all CDBG/USDA funded projects throughout the region.

DEMOLITION GRANTS Demolition grants help demolish vacant, dilapidated, commercial and residential structures and promote in-fill housing. These grants help cities remove the problem sites and start fresh on code enforcement. This is a voluntary program that reduces eye sores and threats to health and safety while improving the overall appearance of the community. In 2015, grants were awarded to the City of Green Castle for $66,750.00 to demolish 1 commercial and 11 residential properties with a total project cost of $84,781.00; and the City of Keytesville for $210,150.00 to demolish 19 residential and 11 commercial properties with a total project cost of $259,573.00. These projects were successfully completed and closed during PY 2017-2018.

Green Hills Rural Development, Inc.

GHRDI is the 501(c)3 development subsidiary of the Green Hills Regional Planning Commission. GHRDI offers its status to organizations and initiatives through the region that require a 501(c)3 conduit for IRS deduction purposes. This service saves the organization the costs involved in obtaining their own 501(c)3 and assists in record keeping and fund management. GHRDI is governed by an eleven member Board of Directors comprised of persons from the business and local government sectors. Prospective borrowers are required to present their loan requests to the Board and the members evaluate the merit and approval or denial of the request. The primary function of GHRDI is the administration of Revolving Loan Funds. Currently, the 501(c)3 manages loan pools seeded by the Department of Commerce/Economic Development Administration, USDA Rural Development, and the Community Development Block Grant/HUD program. Each loan pool has its distinct purpose and is intended to serve as gap financing to assist with the financing needs of new business start-ups or expansions.
