Statewide School Resource Officer Endowment Grant • All SRO positions are currently filled. • Required quarterly reports are being completed to remain compliant with state regulations. • Equipment and supplies have been purchased for the SROs in place at East Ridge Elementary School, Spring Creek Elementary School, East Ridge Middle School, and East Ridge High School. • City Administration was contacted by the State to complete a desk review audit on FY24 grant expenditures. All corresponding documents and information have been submitted to THSO for review. • City Administration is waiting to hear back from the State’s Auditing Office on the desk review of the above-mentioned audit. Further updates will be provided once they are received. Local Parks & Recreation Fund Grant • The City ran the bid advertisement in the local newspaper January 30, 2025 • The bid advertisement was posted online via the City’s website from 1/30/25 – 3/11/2025 • The City held a mandatory pre-bid meeting on February 19, 2025, for all bidders to discuss the scope of work, tour the facility, and obtain a better understanding of the project. • Bids were opened publicly March 11, 2025, at 2:30pm at East Ridge City Hall. • Three bids were received. The City has chosen Pillar Construction as the contractor for this project. All bid documents were sent to the State for review and approval. • City Administration and Kimley Horn have been working with Pillar Construction to become a verified contractor for government work funded through LPRF funding. • The Community Center is tentatively set to close May 1, 2025, with construction beginning shortly after. Further information will be shared once it is available. THSO High Visibility Grant • The grant officially kicked off October 1, 2025. • East Ridge Police Department hosted a second grant-funded saturation March 17, 2025 • Campaign reports will be submitted to show results from the City’s saturation event. • Quarter 2 claims will be submitted to THSO for reimbursement. • ERPD Traffic Investigators are complying with grant regulations by attending required meetings and networking opportunities. Page 7 East Ridge Police Department Chief’s Monthly Report March 2025 The Police Department responded to a total of 1985 calls for service during March 2025. The department filled a total of 22 open records requests from citizens and the DA’s office. A total of 521 citations were issued. ERPD made a total of 90 physical arrests that included 106 misdemeanor charges and 44 felony charges. ERPD answered 4 calls within the City of Ridgeside and conducted daily self-initiated (directed patrols, park and walks etc.) activities. CSU has taken a very proactive approach to initiating and clearing several good drug-related cases. CSU continues to make relevant transactions with the CPD-NIBIN unit to establish a more proactive approach to gun-related criminal activity. CSU now coordinates with relevant patrol officers on follow up activities such as assisting them with continued investigation and or recommending prosecution based on their findings. There are 27 dogs housed at the shelter and 5 in foster care. ERAS responded to 101 calls for service. ERAS responded to 8 injured and/or sick animals. ERAS responded to 8 dead animals and transported them to the shelter for disposal. ERAS responded to 2 police assistances. There was 4 feral cat traps set. There were 5 feral cats released back to the wild. There was 1 rooster transferred to a rescue. There were 3 cat adoptions and 0 returned to owners, and 1 cat transferred to another shelter/rescue. There were 11 dog adoptions and 11 returned to owners, 0 dogs transferred to/from another shelter/rescue. There were 0 cat euthanasia, and 0 dog euthanasia. 2 neonate kittens did pass away in foster. There were 2 cats taken to a veterinarian and 1 dog taken to a veterinarian. Page 23 EAST RIDGE FIRE RESCUE Summary of the Month’s Activities March 1 –March 31, 2025 Fire Operations The Department responded to 217 calls for service in the month of March 2025 Fire Administration • Staff has Scheduled fire inspections and training for each shift. • Staff has scheduled reading across America with all the Elementary schools. • Staff has scheduled in-service training for all members. • All members have completed all state requirements for in-service training. • Staff scheduled our swift water boat operators training with Chattanooga Fire Department. Our members provided the training for Chattanooga’s boat operators. These evaluations were conducted below the dam on the Tennessee river. • Staff has started pump operations class for upcoming engineers. • Staff attended a budget meeting with the City Manager and the Finance Director to discuss items for the up coming budget. Staff explained the needs and concerns for each of our line items and capital requests. • Staff has been working with several contractors for the repairs at station one. This was due to the civilian’s vehicle colliding with our building causing damage. • Staff has been working with vendors that have upcoming events in the park. We have scheduled off duty personnel to work these events. These events are paid by each person hosting the event. • Staff has attended Tri State Mutual Aid meetings. • Staff is currently scheduling training classes for our members at the State Fire Academy and other locations. Driver Training: Aerial Setup and Operation of Elevated Master Streams. (2/hour minimum). 7. Hazardous Materials: ERG Review, Plug\Patch\Dyke, Propane Fires. (4/hour minimum). 8. Fire Service: Fire Origin and Cause Determination, Ref. Essentials 7 Ch. 20. (2/hour minimum). 9. Fire Service: Community Risk Reduction, Ref. Essentials 7 Ch. 22. (2\hour minimum). 10. EMS: Ref. First Responder Protocol Manual, Cardiac PROT-001 to PROT-005. (3/hour minimum). We currently have two members in the Hamilton County Firefighter II class. We have two members in the Tri Community Firefighter II Class. Maintenance • Repaired alternator on Ladder One • Repaired four SCBA (Air Packs) • Repaired two SCBA masks. • Rebuilt one handline nozzle. • Stocked our air/rehab vehicle (Support One) • PM (Preventive Maintenance) was completed Squad One’s transmission. • Repaired radiator hose clamps on Squad One. Page 25 Special Projects • Working on the upcoming budget items and Capital requests for the fire department. • Working on employee evaluations for all members of the fire department. • Scheduling all fire department members for Cancer screening according to the Barry Brady Act. • We have been working on the installation of the Safe Haven Baby Box at our station one. Our building Maintenance and several other members have contributed to its completion. We are currently in the testing phase and the Baby Box should be completed by the first couple of weeks in April. We will be sending out invitations to our Mayor, Councilmembers, City Manager, City Attorney, City Staff, and local news stations when a date/time for the blessing of the box will take place.
