ORDINANCE NO. 868 "AN ORDINANCE TO AMEND SECTION 5-401 OF THE CITY CODE TO PROVIDE THAT THE CITY COUNCIL MUST APPROVE CONTRACTS FOR ALL GOODS AND SERVICES WHEN THEY EXCEED $10,000.00." WHEREAS, the City Council by Resolution No. 2124 has approved allowing the City Manager to have purchasing authority up to $10,000.00; and WHEREAS, such increase in said purchasing authority is for the efficient operation of City government; NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of East Ridge, Tennessee, that Section 5-401 of the City Code of the City of East Ridge is hereby deleted and amended in its entirety as follows: 5-401. General Requirements. All purchases for goods and services delivered, procured, provided or leased to the City of East Ridge shall be made by the issuance of a purchase order or signed agreement (contract) between the vendor and the City. The issuance, accountability and payment of purchase orders shall be the responsibility of the City Manager pursuant to and in conformity with Section 5-I of the East Ridge City Charter as compiled dated December 23, 2008. Contracts for services and goods shall be approved by the City Council whenever it is estimated that the proposed expenditure shall exceed $10,000.00. Such contracts shall be signed by the Mayor and City Manager. (Ord. #563, Sept. 1993, as amended by Ord. #698, March 2000 and amended by Ord. #868, Sept. 10, 2009) BE IT FURTHER ORDAINED that this Ordinance take effect from and after its passage, the public welfare of the City requiring it.
