Position Summary

The Case Manager II strengthens BBOP Center’s workforce development capacity by supporting participants from intake through training, employment placement, retention, and follow-up.

This role manages an assigned caseload while also actively engaging employers, worksites, and community partners to create, secure, and sustain job placement opportunities for participants.The Case Manager II is responsible for participant support, compliant documentation, career coaching, employer engagement, worksite coordination, On-the-Job Training opportunity development, worksite reviews, placement tracking, retention follow-up, and ongoing monitoring of participant progress in training and employment settings.This position requires a strong balance of participant-centered service delivery, compliance discipline, employer relationship management, and outcome execution.

Participant Case Management

Manage an assigned participant caseload and maintain regular, documented engagement with participants.

Conduct intake, assessment, eligibility support, service planning, and ongoing participant support.

Develop individualized service plans that align participant goals with training, employment, supportive services, and long-term economic mobility.

Provide job readiness support, career coaching, training navigation, placement preparation, and supportive service referrals.

Track participant attendance, engagement, training progress, completion, placement, retention, and follow-up milestones.

Identify participant barriers and coordinate timely interventions to support program completion and employment success.

Conduct retention follow-up with participants after placement to support job stability and advancement.

Employer Engagement, Job Placement, and OJT Development

Develop and maintain relationships with employers, worksites, training partners, and industry-alignedorganizations to create job placement opportunities for participants.

Identify employer placement leads, work experience opportunities, transitional employment options, direct hire opportunities, and On-the-Job Training opportunities.

Engage employers to understand hiring needs, position requirements, workplace expectations, skill gaps, and opportunities for participant placement.

Match participants to appropriate job leads, worksites, OJT opportunities, interviews, and placement pathways based on participant skills, goals, readiness, and employer requirements.

Support the development of employer pipelines in construction, construction-adjacent industries, logistics, business services, entrepreneurship-related pathways, and other priority sectors aligned with BBOP Center programs.

Coordinate with employers to support participant onboarding, placement documentation, retention follow up, and issue resolution.

Maintain regular communication with employers to strengthen placement partnerships and identify future hiring opportunities.

Represent BBOP Center professionally during employer meetings, partner visits, community outreach, and workforce development events.

Worksite Review and Monitoring

Conduct worksite reviews to determine whether employer sites are appropriate, safe, aligned with program goals, and suitable for participant placement.

Support documentation of worksite expectations, job duties, supervision structure, training plans, schedules, wages, and participant responsibilities.

Monitor participant progress at worksites, including attendance, performance, supervisor feedback, skill development, and workplace concerns.

Conduct worksite check-ins with employers and participants to ensure placement quality, participant support, and compliance with program expectations.

Document worksite visits, employer communications, participant progress, barriers, corrective actions, and retention outcomes.

Escalate worksite concerns, participant safety concerns, employer issues, or compliance risks to the Program Director in a timely manner.

Assist with the collection of employer feedback, placement verification, OJT documentation, wage information, and retention documentation.

Documentation, Compliance, and Performance Tracking

Maintain compliant case files, documentation, service records, case notes, employer contacts, worksite records, placement records, and follow-up logs.

Ensure all participant and employer-related activities are documented accurately and timely in required systems, including CalJOBS, CRM platforms, digital files, and internal tracking tools.

Track and report participant outcomes, placement activity, employer engagement, OJT leads, worksite monitoring activity, retention milestones, and compliance deliverables.

Participate in case conferencing, staff meetings, grant reviews, file reviews, monitoring preparation, and program performance reviews.

Coordinate with the Program Coordinator, Data and Compliance Support, Program Director, employers, trainers, and referral partners.

Help identify trends in participant barriers, employer needs, placement challenges, and operational gaps.

Recommend improvements to strengthen participant outcomes, employer partnerships, documentation quality, and program performance.

Required Qualifications and Competencies

Strong experience in case management, workforce development, employment services, career coaching, human services, reentry services, youth/adult services, or community-based participant support.

Demonstrated ability to engage employers, develop job leads, support job placement, and maintain professional employer relationships.

Knowledge of workforce programs, supportive services, employer expectations, job readiness, placement strategies, participant retention, and worksite coordination.

Ability to work with participants facing complex barriers while maintaining high documentation andcompliance standards.

Experience supporting job placement, OJT coordination, worksite monitoring, employer outreach, orworkforce partnership development strongly preferred.

Experience with CalJOBS, WIOA-style documentation, CRM systems, case notes, digital files, or similartracking systems preferred.

Strong organization, confidentiality, written communication, follow-up, problem-solving, and customer service skills.

Ability to conduct community, partner, employer, and worksite visits as needed.

Comfort using Microsoft Office, digital files, AI tools, CRM systems, dashboards, and project management platforms.

Ability to manage competing priorities, meet deadlines, and move work from conversation to execution without constant prompting.

Education

Bachelor’s degree in social work, human services, psychology, sociology, workforce development, education, public administration, business, or a related field preferred.

Associate degree with strong related experience may be considered.

Experience

Minimum 3 years of experience in case management, workforce development, employment services, career coaching, human services, reentry, youth/adult services, employer engagement, job placement, or community-based participant support.
