Dr. Kim Carter-TillmanFounder and President

Kim Carter-Tillman founded Time for Change Foundation in 2002 for previously incarcerated homeless women and their children, and grew it into an agency with three emergency shelters, thirteen permanent supportive housing units, an affordable housing project, and annual revenues above $20 million. In 2022 she created the BBOP Center, a 10,000-square-foot hub where entrepreneurs access the capital, information, technology, and networks needed to build, grow, and scale investable businesses. She is a certified Gallup Strengths Coach, the author of Waking Up to My Purpose and Invisible Bars, and her honors include the James Irvine Leadership Award, Ebony Power 100, a Top 10 CNN Heroes award, and the National Association of Women Business Owners Business Woman of the Year.

Dr. Vanessa Perez-Trang, Founder and CEO

Dr. Vanessa Perez-TrangFounder and CEO

Vanessa Perez-Trang joined Time for Change Foundation as an intern in 2012 and rose to Executive Director, steering the organization's strategic vision across planning, programming, fund development, marketing, and administration. She co-founded the BBOP Center with Dr. Kim Carter-Tillman as an economic hub for women of color entrepreneurs. She holds an MBA from California Baptist University and a bachelor's degree in Mass Communications from Cal State San Bernardino, completed the Women's Foundation of California Solis Policy Institute, and has been recognized with the 40th Assembly District Women of Distinction Award and the National Latina Business Women Association Inland Empire's Latina Executive of the Year Award.

Dennis Morrison, Chief Economic Development Officer

Dennis MorrisonChief Economic Development Officer

Dennis Morrison joined BBOP with more than 30 years in small business consulting and economic development. He leads strategies to expand entrepreneurial programs, cultivate partnerships, and increase the Center's impact. A certified entrepreneurial trainer and former small business owner, he previously served as Principal of STG Dorian-James and Acting Director of the Southwest Los Angeles County Small Business Development Center.

Annette Kelly-Whittle, Director of Programs

Annette Kelly-WhittleDirector of Programs

Annette Kelly-Whittle is a workforce development leader with more than 20 years in public service, project management, and business consulting. She oversees the design and delivery of the Center's programs, having started at BBOP as a contractor coaching entrepreneurs and facilitating workshops. She launched her first business in college, worked for the City of San Bernardino Employment and Training Agency, and founded Whittle Enterprise. She holds a bachelor's degree in Sociology and an MBA and is a Certified Everything DiSC Trainer.

Shanya Jackson, Program Coordinator

Shanya JacksonProgram Coordinator

Shanya Jackson brings six years of structured administrative work and more than a decade of customer service to the Center's front desk and programs. Honored as one of Riverside's 25 Most Remarkable Teens in 2011, she was chosen in 2023 to represent her previous workplace on billboards across the Inland Empire.

Leslie GalvanMarketing Coordinator

Leslie Galvan leads the Center's storytelling, brand, and community engagement. Her background spans wellness, education, entertainment, and lifestyle marketing, from managing social media for health clinics to shaping international campaigns, and at BBOP she tells the stories of bold entrepreneurs.
