Zoning Ordinance Text Amendment Yes

Recommendation:

City Staff:

Grayson Moore

David M. Jirousek, AICP

Overview On behalf of the Wickwood Inn, the applicant has requested a zoning text amendment to establish a new lodging use, identified as an "enhanced bed and breakfast." The proposed use is intended to function as a specialized accommodation use that is less intensive and less obtrusive than a hotel/inn and less auto-oriented than a motel, motor court, or motel/motor court, while allowing a broader range of services and amenities than are allowed under a traditional bed and breakfast. The primary purpose of the amendment is to allow accessory services, amenities, expanded dining options, and event spaces that may serve both overnight guests and the general public. Revisions Based on the September 8th Planning Commission meeting, the applicant has revised their request. These changes are outlined and tracked in the applicant’s submittal. Changes include the following: •

Definitions. o

Revises the definition in name only from boutique inn to enhanced bed and breakfast.

Clarification that an enhanced bed and breakfast is separate from a bed and breakfast under the Zoning Ordinance and are subject to separate approval and regulations.

Residential Occupancy. o

Revised the enhanced bed and breakfast definition to allow for the residential dwelling unit associated with the enhanced bed and breakfast to be occupied on a long-term residential basis by the property owner or an on-site manager and their household.

Parking. o

Parking requirements were modified from one (1) space per three (3) sleeping units to one (1) space per sleeping unit and one (1) space for the resident manager.

Allow the Planning Commission, during special land use review, to determine whether existing parking is sufficient for a lodging operation previously approved as a bed and breakfast, based on the specific location and circumstances.

Analysis These changes reflect the Commissions stated concerns at the September 8, 2026 meeting and will result in an overall reduction of the potential impact to the R-4 district compared to the initial proposal. Permitting enhanced bed and breakfast establishments as a special land use allow for an additional level of review to evaluate site-specific impacts and impose appropriate conditions to protect surrounding properties. Recommendation At this stage, the applicant is seeking formal review and consideration of the revised zoning text amendment. The Commission may choose to use one of the following motions: Motion to Approve I move to recommend approval of the proposed zoning text amendment to establish “Enhanced Bed and Breakfast” as a new lodging use permitted in the R-4 Residential Transitional Zoning District, together with the associated regulations for such use, as presented. Motion to Table I move to table consideration of the proposed zoning text amendment to establish a new lodging use, enhanced bed and breakfast, permitted in the R-4 Residential Transitional Zoning District, to allow the applicant an opportunity to address the following: 1. ________________________________________________________________________ 2. ________________________________________________________________________ 3. ________________________________________________________________________ Motion to Deny I move to deny the proposed zoning text amendment to establish a new lodging use, enhanced bed and breakfast, permitted in the R-4 Residential Transitional Zoning District, based on the following considerations: 1. ________________________________________________________________________
