City Council Agenda Item Report FROM:
Jamie Wolters
MEETING DATE:
March 18, 2026
SUBJECT:
Early Voting agreement with Saugatuck Township and the City of the Village of Douglas.
DESCRIPTION:
Following the adoption of Proposal 2022-2, the Michigan Constitution requires municipalities to provide at least one early voting site for statewide and federal elections. Municipalities may meet this requirement individually or by entering into a joint agreement with other jurisdictions. The previous early voting agreement between the City of Saugatuck and Saugatuck Township has concluded. In preparation for upcoming elections, the clerks from the City of Saugatuck, Saugatuck Township, and the City of the Village of Douglas have discussed entering into a new tri-community agreement to jointly conduct the required nine (9) days of early voting. Under the proposed agreement, the City of the Village of Douglas would host the Early Voting site. Early voting must occur for at least eight (8) hours each day, beginning the second Saturday before the election through the Sunday before Election Day. Each participating jurisdiction would be responsible for staffing and operating the site for three (3) of the nine (9) days. This partnership allows the communities to share costs and resources while ensuring compliance with state requirements and maintaining convenient early voting access for residents. Staff recommends approval of Resolution 260323-A adopting the early voting site and municipal agreement with Saugatuck Township and the City of the Village of Douglas. BUDGET ACTION REQUIRED: No Action Necessary. COMMITTEE/COMMISSION REVIEW: N/A LEGAL REVIEW: Yes. SAMPLE MOTION: Motion to approve/deny Resolution 260323-A adopting early voting site and municipal agreement with Saugatuck Township and the City of the Village of Douglas.
