          The RFP gives customer support, accessibility, CMS usability, roles, publishing, archiving, and integrations heavy weight. This surface makes that operating model visible: each example starts from PenMet's public content, then shows the fields, review path, quality checks, and handoffs that staff would maintain after launch.
