The Baltimore City ECAC
A mostly-volunteer coalition working together so all of Baltimore's children enter school ready to learn.
The Early Childhood Advisory Council (ECAC) is a coalition of early childhood stakeholders working together to ensure all Baltimore's children enter school ready to learn. The coalition maintains a membership of 35–45 individuals and is led by three volunteer co-chairs and one staffed council coordinator.
In the FY27 engagement, Stoa would also host, maintain, and support the ECAC website as a second site, a responsive partner for the co-chairs and council coordinator, not just a server. This page demonstrates how that second site could look within a shared system.
