Accessibility at the DECC covers both the buildings and this website. Here is how this prototype approaches each, and where to get help.
This website
RFP No. DECC-2026-WEB requires WCAG 2.1 Level AA conformance under Minnesota's Digital Accessibility Standard. This prototype is built and machine-tested to that bar from the first commit, not retrofitted at the end.
- Every page uses semantic landmarks (header, navigation, main, footer) and exactly one top-level heading.
- A skip link jumps keyboard users past the navigation on every page.
- All interactive controls are real buttons and links, operable by keyboard, with visible focus indicators. No placeholder links anywhere.
- Color contrast meets AA for all text on all backgrounds, in both the light and dark sections.
- The event finder and room matcher announce their results to screen readers via live regions.
- Images carry descriptive alternative text; decorative graphics are hidden from assistive technology.
- Touch targets are at least 24 pixels in each dimension.
- The page works at 375 pixels wide and at 200 percent zoom with no horizontal scrolling.
Testing for the production site would include automated scans (axe-core) on every template, manual keyboard passes, and screen-reader sessions with NVDA and VoiceOver, with results and remediation tracking delivered before go-live, as Section 14 of the RFP requires.
At our venues
The DECC publishes accessibility information for ticketed events through its ticket office. On the live site, this page would bring all of it together in one place.
- Accessible seating for ticketed events is arranged through the DECC ticket office: 218-722-5573.
- Accessible parking is available in DECC ramps and lots, with skywalk access that avoids outdoor travel entirely.
- Elevators connect parking, skywalk, and event levels across the complex.
- Service animals are welcome throughout the DECC.
