A Mayor and an eight-member Council
Carlyle is a mayor–council city. Voters elect the Mayor, the City Clerk, and the City Treasurer citywide, and two Aldermen from each of the City's four wards, for an eight-member City Council. The Mayor presides over Council meetings and, with the Council, sets the City's budget, ordinances, and direction. Day-to-day operations run through the City Administrator and the department heads.
On a live site, this section would show the current Mayor, City Clerk, City Treasurer, and the eight Aldermen by ward, with photos and contact details pulled from the City's directory so it never goes stale after an election. This concept keeps the structure without inventing names or biographies.
