Ryan Cummins, City Manager

DATE:

SUBJECT:

Recommended Budget for Fiscal Year 2025/2026

INTRODUCTION: In accordance with the City Charter, I am pleased to present the recommended budget for the City of Saugatuck for fiscal year 2025-2026. This budget reflects the City Council's and my commitment to responsible fiscal management while ensuring the continued delivery of essential services to our residents and visitors. BUDGET DEVELOPMENT PROCESS: The budget presented here is the culmination of a collaborative effort. It considers the City Council’s goals and priorities, public feedback, community needs, essential services, and anticipated revenues. ESTABLISHED GOALS: • Operations, Public Health and Safety - We will maintain a culture of fiscal responsibility and friendly, honest, and transparent government. We will partner with the Fire District and Sheriff’s office to ensure we take the right measures to keep our community safe. • Infrastructure - We will focus on maintaining and improving current infrastructure while planning and saving for future needs. • Parks and Recreation - We understand that our natural resources are the foundation of residents’ quality of life and our tourism economy and will invest to sustain and enhance them. BUDGET HIGHLIGHTS: The attached presentation highlights the proposed budget which involves the following: •

Maintaining a Low Operating Millage Rate: The proposed operating millage rate remains much lower than nearly all nearby communities, reflecting our commitment to fiscal responsibility.

Page 14

Page 14 of the packet; its text follows
Text of page 14

Healthy Fund Balances: The proposed budget proposes the use of reserves to fund several capital projects while maintaining adequate reserves for a “rainy day” far above the current policy goal.

Strategic Investments: The budget allocates resources for infrastructure improvements including Mt. Baldhead, Blue Star Trail, street resurfacing, waterfront repairs, and Maple Street (water main, lead service lines, sidewalk, stormwater, and road replacement). The budget also provides for staff wage increases, updated master plan, deer management, invasive species treatment, and rebranding (logo, signage, website). It also invests in planning for future projects including the City Hall interior, Elizabeth Street (watermain and road), and Park Street.

Water Infrastructure Fee: A water infrastructure fee increase is proposed to ensure long-term sustainability of our water system.

PUBLIC HEARING AND BUDGET ADOPTION: A public hearing on the final budget is required to be held as provided by law and has been scheduled for June 4, 2025. The City Council is required, not later than June 30 of each year, to adopt by resolution a final budget for the ensuing fiscal year and make appropriations. An appropriation should be viewed as an authorization to spend and not a mandate to spend. An appropriation provides authority, not cash. It indicates that, if the revenue is there, it may be spent in a certain way. The budget, while often viewed as a financial instrument, is first a planning and management tool and second an accounting device. SAMPLE MOTION: Motion to approve Resolution No. 250604-A to adopt the general appropriations act for fiscal year 2025-2026.
