Follow Up from Workshop Meeting At the workshop meeting, City Council requested detail on revenues since there was a price increase. Council also wanted to explore increasing the fee to $15 and whether electronic payment options were available. I talked with the organizer, Liz Wilson, and she advised the following: •
Revenues – The previous price increase was four years ago which is why the revenues provided aren’t double. Mrs. Wilson’s belief is that revenues were down last year because more vehicles may have stayed in the lot the entire day. There were also some bonus days that were not covered. Increase to $15 – Mrs. Wilson believes an increase to $15 or even $20 would not deter visitors from using the lot or the lot still being filled. Mrs. Wilson advised $20 would be easier from a change perspective, but she is supportive of $15 as well. Electronic Payments – Mrs. Wilson advised they can explore electronic payment options and is willing to try it. She cautioned that this may slow down getting vehicles into the lot and cause traffic backups but she is going to brainstorm ways to address this.
LEGAL REVIEW: The City Attorney reviewed the agreement language last year. The language remains the same except for date changes and price increase. The City Attorney will be at your meeting for any questions. SAMPLE MOTION: Motion to approve the 2025 Culver Street Parking Lot Operation Agreement.

In the event of a conflict between the Regular Hours of Service and the times noted above for the Citysponsored activities, the times identified for the City-sponsored activities shall control. The parties may mutually agree to modify the foregoing times of service. School District agrees that no fees shall be charged to residents of the City Saugatuck who display an Oval Beach season pass/sticker marked with “P” at the time of their use of the Culver Street Parking Lot. Nothing in this agreement shall be construed as a waiver on behalf of the City of any governmental immunity, or any defense it would be entitled to under state or federal law. 7. School District shall maintain general liability insurance in amounts reasonably satisfactory to the City, unless School District supplements lower amounts with umbrella liability coverage, protecting School District and the City against any liability to third persons arising out of the performance of or failure to perform this Agreement. All policies shall name the City, including its officers and employees, as an additional insured.
