Accessible to every resident, by design
Every page in this redesign is built to meet Web Content Accessibility Guidelines (WCAG) 2.2, Level AA (a superset of the 2.1 AA legal floor): real heading structure, descriptive links, labeled controls, keyboard support, and color contrast that clears the 4.5 to 1 ratio for body text. The same layout reflows cleanly down to a narrow phone, so there is no separate mobile site to maintain.
