What oversight means here

Not advisory. Accountable.

The Commission grew out of Cleveland's 2015 consent decree and was strengthened by voters in 2021. It reviews policing policy, gathers community input, and issues recommendations the Division of Police must answer — with the final word on discipline, training, and policy.
