Compliance by design

Accessible at launch, not patched afterward

New Jersey P.L. 2023, c.113 requires municipal websites to meet WCAG 2.1 Level AA. The Township's RFP goes further: it asks for "Compliance by Design" the day the site goes live, ahead of the April 26, 2027 statutory deadline.

This prototype is built that way from the first line of markup: a declared page language, a visible skip link, labeled landmarks and form controls, descriptive alt text, AA-contrast color, and full keyboard operability. No accessibility overlay, because overlays do not deliver conformance.
